How can funding formulas be evaluated?
- This current project examines the impacts of
formula design options in public health, of the relationship between
these options and program objectives, and of the feasibility of
incorporating performance incentives into formulas. Findings will provide program managers
an evidence base for determining how to best design allocation formulas.

Do public health
agencies use additional state and federal funds as an offset to their own
local funding requirements?
- A common belief holds that an increase in
federal or state funding will result in no net change at the local
level, since local agencies will just use the new outside funds to
decrease their own contributions.
A 2007 study in The Journal
of Public Health Management and Practice finds the opposite for public
health funding.
